WORCESTER - Move and shorten crosswalks. Create a traffic oval. Make some streets pedestrian-only on game days.

More than 100 people offered these and other suggestions at a public meeting Wednesday on improving the city’s most notorious intersection: Kelley Square.

“We’re not going to solve all the problems. Nobody’s going to walk away 100 percent happy,” acknowledged John J. Bechard, deputy chief engineer of project development in the Highway Division of the Massachusetts Department of Transportation. “But if we all offer a little compromise,” said Mr. Bechard, a Worcester native, a workable solution might be reached.

Kelley Square is the convergence of the Canal District and Green Island neighborhoods; Green, Harding, Water, Vernon and Millbury streets; traffic from Interstate 290 and city streets; pedestrians, bicyclists, and vehicles; and a general mess that also has the distinction of being the intersection with the most crashes in Massachusetts. Oh, and a 10,000-person baseball stadium, hotels and apartments are being developed right nearby.

Plans to redesign the square - which sees more than 30,000 vehicles a day - began over the summer at MassDOT, and the baseball stadium has put a new urgency on the project. But as one presenter noted, to laughter, “analysis programs don’t know how to analyze Kelley Square.”

So MassDOT is looking for local input, visiting the city Wednesday for the first of several planned public presentation and feedback meetings to solicit suggestions for improving the intersection.

Don Cooke of VHB, an engineering firm working on the project, noted that the primary driver for the project was reducing crashes. More than 400 crasheds were reported in the square from 2013 to 2016.

“That’s a lot,” Mr. Cooke said. “And that’s in addition to the near misses that take place on an hourly basis.”

He also identified several issues with the square in its current configuration, including difficulties turning off Washington Street, exiting the gas stations, turning left onto on-ramps for I-290, and more.

So about a dozen or so groups of people armed with Post-it notes and stickers gathered around maps and got to work, brainstorming solutions.

Daniel Schur of Westboro suggested narrowing Madison Street and adding bike lanes to improve pedestrian and bicycle access and to slow down motorists coming into the square.

Sarah Brown, a student studying civil engineering at Worcester Polytechnic Institute, suggested turning the northern part of Kelley Square into a pedestrian-only area on game days at the park, “kind of like Yawkey Way,” she said.

She also wondered whether the on-ramps to I-290 could be shut down so that people wouldn’t use Kelley Square as a route to cut through the city when highway traffic is congested.

“You want to make it a destination,” she said of the square.

Mr. Schur agreed.

“Reduce traffic volumes. The thru-traffic doesn’t help anybody,” Mr. Schur said. Then he reconsidered. “The business owners may not like it ... or they may.”

Lorraine Laurie wants to improve linkages between the booming Canal District and Green Island.

“You can’t turn out to have the haves on one side and the have-nots on the other,” Ms. Laurie said. “A lot of times Green Island gets left out because when traffic comes it feeds into Kelley Square.”

MassDOT representatives said the ideas would be compiled and used toward the design of the project, which is scheduled to be completed by February 2021.

“We’re really here for your input,” Mr. Cooke said. “The first step is making sure we have all the information we need.”
