The role of government in school discipline

Education Secretary Betsy DeVos is talking to proponents and opponents of an Obama-era approach in 2014 calling for softer penalties for student misbehavior to counter an expulsion rate that's much higher for African-American students, even in early grades. Does eliminating this approach promote more effective learning and make schools safer? Would going back to the former approach further entrench discrimination?
